Sudan’s Ministry of Digital Transformation faces a complex agenda centered on institutional reform, e-governance, and system integration. Officials say activating the Receipt Issali system—a key revenue management tool—requires linking government networks and companies under a unified digital framework.

The recent conflict exposed severe gaps in the nation’s digital infrastructure. The shutdown of the Issali 15 platform and the main state data center highlighted the lack of a functioning backup facility. Although Sudan has developed a large data room and digital ID system, experts warn that without a disaster-proof, cloud-based backup solution, vital government data remains at risk.

Digital transformation is increasingly viewed as a cornerstone of Sudan’s economic revival. Expanding electronic governance, financial inclusion, and revenue tracking can reduce losses and build transparency. Successes in university admissions and customs operations show the model’s viability and should be replicated in tax, port, and other key sectors.

To achieve long-term sustainability, stakeholders advocate for a Supreme Council for Strategic Planning to oversee national digital policies, monitor implementation, and safeguard progress from disruptions caused by political instability or leadership changes.
